PS - I'm setting this up for students at SUNY Buffalo, so anything that's limited to a particular school, or a state or country that isn't New York or the US is no good.

Hi, random lurker here with some random suggestions.
What about the Polgar Fellowship and the Hudson River Graduate Fellowship from the Hudson River Foundation?
Also, while UB doesn't seem to be on the list of tenable schools for the Hertz, you can always argue why it should be.
I have a vague recollection that SUNY Buffalo was one of the places where funding from the NY part of the Sea Grant could go to. (2 of the 3 grad schools I got in at are in New York, including the one I'm going to).
How about DAAD?

I just glanced through your list. The only thing that comes to mind are the Sigma Xi grants-in-aid (but I may be missing other things).
The things that I found back in January (including both undergrad and grad opportunities) are here
Wherever you are, check your local geological societies. For instance, the Northern California Geological Society awards a $1000 grant for graduate research every year. It also pays undergrads and K-12 science teachers.
